How to Get a Moving NOC from Your Building in Dubai

What is a moving NOC in Dubai?

A moving NOC is a no objection certificate from your building or community management confirming they have no objection to your move. You need it before security will let a moving truck in. Most buildings issue it in two to three working days once you send your tenancy contract, Emirates ID and the mover details.

People often use the words NOC and moving permit to mean the same thing, and in many buildings they are. The NOC is the letter. The permit is the approval it gives you.

This guide covers the NOC specifically: who issues it, what to send, and what to do when it is held up. For the wider process, read our guide to moving permits in Dubai.

Who Issues the NOC?

It depends on who runs your building.

Property typeWho issues the NOC
Apartment in a managed towerThe building management or owners association office
Apartment with a private landlordThe landlord, sometimes countersigned by building management
Villa in a gated communityThe community management office, such as Emaar or Nakheel
Independent villaThe landlord directly, if anything is needed at all
Office in a commercial towerBuilding management, with stricter conditions
Free zone officeThe free zone authority as well as building management

If you are not sure, the security desk or the WhatsApp number on your building notice board will tell you in a minute.

What to Send with Your Request

Send everything in one message. Requests that arrive in pieces get delayed.

  1. Your full name, unit number and contact number
  2. A copy of your tenancy contract
  3. Your Ejari certificate
  4. A copy of your Emirates ID
  5. Your preferred moving date and a backup date
  6. The moving company name, trade licence and insurance certificate
  7. The vehicle plate number and crew names
  8. Confirmation that you will pay the refundable deposit

Ask for two dates, not one.  Buildings allocate lift slots on a first-come basis. Giving a backup date in your first message often saves two or three days of back and forth, especially at month end.

How Long It Takes

Two to three working days is normal. Some managed towers issue it the same day. Larger communities can take up to a week in the last ten days of a month, when every tenancy in Dubai ends at once.

Apply as soon as you know your date. There is no advantage in waiting, and no penalty for applying early.

Move-Out NOC vs Move-In NOC

You need both, and they are separate applications.

Moving out

The building you are leaving will usually want proof that you have no outstanding service charges or utility bills. Some buildings will not release the NOC until your DEWA account is settled, so start that in parallel. Our DEWA move-out guide explains the steps.

Moving in

The new building wants the tenancy contract, Ejari and the mover documents. It is usually faster than the move-out NOC because there is nothing to settle.

Both buildings will hold a deposit. Budget for two refundable deposits in the same month, not one. This surprises a lot of first-time movers in Dubai.

What If the NOC Is Refused or Delayed?

A refusal almost always comes down to one of four things.

ReasonWhat to do
Unpaid service charges or utility billsSettle them and send the receipt. Most buildings release the NOC the same day.
The mover has no trade licence or insuranceThis is the mover's problem, not yours. A licensed company produces both immediately.
Your requested date is already fully bookedAsk which slots are free that week rather than pushing for your date.
Ejari expired or not registeredRenew or register it first. Nothing moves until this is fixed.

Do not book the truck before the NOC is confirmed.  Book the mover, agree the date, but ask them to hold it until your building confirms. Any decent moving company will do this. It avoids paying a call-out fee for a truck that gets turned away at the gate.

What We Handle for You

The tenant has to make the request, because the NOC is issued against your unit. But most of the paperwork is ours.

  • Trade licence and insurance certificate sent to both buildings
  • Crew names and Emirates ID copies for security clearance
  • Vehicle and plate details for loading bay access
  • Service lift booking confirmed at both addresses
  • Follow-up with building management if the approval stalls

Give us the building name and the management contact when you book with our movers and packers in Dubai team, and we start the process the same day.

Not sure what your building needs?  Send us the building name on WhatsApp. We have moved customers in and out of most Dubai towers and can usually tell you the process before you call them.

Common Questions

Is a moving NOC the same as a moving permit?

In most Dubai buildings, yes. The NOC is the letter confirming the building has no objection. The permit is the approval it grants. A few buildings issue them as two separate documents.

Can my moving company apply for the NOC for me?

Not usually. The request must come from the tenant, because it is tied to your unit and your tenancy. The mover supplies the company documents that go with it.

Do I need an NOC to move one item?

In most towers, yes. If the item needs the service lift, it needs approval. Security applies the same rule to one sofa as to a full apartment.

What if my landlord will not give an NOC?

A landlord cannot block a move at the end of a valid tenancy. If there is a genuine dispute, the Rental Dispute Centre handles it. In practice most refusals are about unpaid bills, and clear those and the NOC follows.

Does an NOC cost money?

The letter is usually free. The refundable deposit against lift and lobby damage is separate, and amounts differ by building. Ask when you apply.
